Добавить возможность задавать поведение флага --no-time в YAML-конфиге (~/.config/redmine-reporter/config.yml), чтобы при автоматической генерации и отправке отчётов (--commit, --send) не требовалось каждый раз передавать CLI-флаг.

Требования:

  • Новая секция report.no_time: true|false в YAML-конфиге.
  • По умолчанию false.
  • CLI-флаг --no-time имеет приоритет над YAML.
  • YAML-значение применяется только в автоматических режимах (--commit, --send).
  • При ручном --output YAML-настройка не применяется.
  • Добавить тесты для новой логики.
